What is going on in this section?

What is happening is that Paul is speaking to Bobbie Joe about his father's religious crusade and setting up for the prominent platform set up with all the American educators and opening his own college. He is working with Bobbie Joe to help build the image for his father but I believe it could be another one of Paul's little schemes.
